In an interview with Univisión, Jorge de la Cruz, spokesperson for the California Lottery, commented that you do not need to be a US citizen either to participate or to collect any prize, so undocumented immigrants and non-residents are entitled to collect prizes if they win.
The Powerball website notes that it is not necessary to be a citizen or resident of the United States in order to play. However, it is important to take into account that there are some other factors that would make this right valid, since some rules tend to vary from state to state.

To claim a prize, the lottery ticket must have been purchased in the United States. In addition, in the case of undocumented immigrants, it is necessary to have an identification document issued by the country of origin, such as a passport. There are also some states that require the winner to present a tax identification number.
It is also worth noting that taxes on the prize are higher for non-citizens, who must pay between 30% and 40%, in addition to state taxes. Meanwhile, US citizens pay 25% to 30%.
