Here's a list of all of the Mementos Requests in Persona 5 Royal and how to unlock them.
Exploring Palaces isn't the only way to level up in Persona 5 Royal. Shortly after the first arc, the Phantom Thieves will be tasked with completing requests from the public. While not a mandatory part of the story, taking on Mementos Requests is needed to complete most of Joker's Confidants. As the Phantom Thieves' reputation grows, so does Mementos. Players should make a habit of going into Mementos during one of Joker's off-days.

Persona 5 Royal's sidequests can't just be selected from the Phan-Site. They'll be automatically "accepted" once Joker has the culprit's name, but a good chunk of the Requests are sent by Mishima. Other Requests are unlocked when Joker's around Rank 7/8 of a Confidant. There are over 20 Mementos Requests in Persona 5, so here's what they all are and how to get them.
This guide contains spoilers for the true ending of Persona 5 Royal Updated July 21, 2023 by Ritwik Mitra: Mementos carry forward the tradition of Persona games having randomly generated dungeons. Thankfully, the main Palaces of Persona 5 are carefully sculpted, which is a marked improvement over the past two titles that had randomized layouts and weren't really all that engaging. This collective palace features the dreaded Reaper as well, and players should have party members at a pretty high level before even thinking of taking on this foe.
Mementos is also the place where players have to tackle numerous requests, including the ones that are mandatory if players need to max out the game's many Confidants. These requests are a fun way to spruce up the act of exploring a dungeon that can feel pretty bland otherwise, culminating in a miniboss battle that players must triumph against to help change a person's mind and help them see the light.
Mementos Request Dates, Rewards, and More
Mementos unlock on 5/7, following Kamoshida's confession at Shujin. The first Mementos Request is part of the storyline, but others will need to come from Mishima or one of Joker's friends/Confidants. To get every Mementos Request in Persona 5 Royal, players will need to be consistent with ranking up the Moon/Mishima's Confidant.
It's also possible to get a Request in a part of Mementos that's blocked off, so players should check the Difficulty. Finally, some Requests require Joker to gather intel on his own outside the Metaverse. These are marked with a "?" instead of "ID'd!" on the Requests menu. An unidentified target won't appear in Mementos, so players will need to double-check the IMs from Mishima for hints.
Mementos Requests in P5R are given over the course of Joker's mind-bending adventures, but some will be missed if Joker is not spending time with Confidants. The following is a list of the Requests and how to get/complete them:

Confidants with a [no.].5 in Rank means that they need to be a certain Rank before Joker speaks to them again. This won't cause the Confidant to Rank Up. Instead, it will give Joker the name of the Mementos Target. For example: if players get Shinya's Confidant to Rank 8, they can speak with him the next day to get the name of the target (Rank 8.5), then go to Mementos to steal the heart. After this is done, hanging out with Shinya again will get him to Rank 9.

Tips For Mementos Requests
Before going into Mementos, players should always check "View Requests" at the Phantom Thief hideout. The other Thieves will usually warn Joker if there are still targets that need discussing. In the case Joker hasn't identified the target, players can look over Mishima's texts for an idea of where the target likes to hang out. They can then go to that area, and, if Joker's in the right spot, Morgana will drop another hint.
If a target is in a part of Mementos that players can't access yet, they'll have to steal the heart of a Palace Ruler and then return to Mementos after the culprit's confession.
Some Mementos Requests in Persona 5 Royal require Joker to dissuade the target from continuing their misdeeds. One example of this is the "If Cats Disappeared from the City" Request. This involves whittling down the target's HP or downing them. Instead of a Shadow Negotiation, players will have to choose their answers carefully. If successful, the battle will end. If not, then they'll get back up to fight.
